The ExPERT™ service is conducted in compliance with the EC-evaluation procedure by H2020-experienced experts. Its purpose is to provide you with independent, more detailed and more specific expert's feedback based on the official evaluation criteria S/T-Excellence, Implementation and Impact. It complements the Commission’s Proposal Pre-Check Service with an individual, constructive, criteria-based feedback. The ExPERT™ Feedback is based on our experts’ in-depth subject matter expertise as well as knowledge and experience preparing, assessing and managing EU projects. Our pool of experts is representative of an academic, industry and SME-perspective. This is a joint initiative of Dr. Andreas Weser and Schuman Associates. Schuman Associates to advise Broadband Competence Offices (BCO)

  Schuman Associates is proud to have been selected by the European Commission to work as advisors on the setting up of the Broadband Competence Offices (BCO) network. The objective is to accelerate the roll out of broadband infrastructure using EU funds in Member States. Through its specific experience in this sector, Schuman Associates will contribute to the exchange of best practices and recommendation on implementation structures for Broadband investments in Member States and Regions. Both, the EU Funds Unit from the Spanish Ministry of Public Affairs and the Interreg Secretariat, shared with the audience key information and advices to help Spanish participants in the process of preparation of competitive proposals for this second round.

The new era of EU Public Procurement and ESIF 2014-2020

By April 2016, all EU Member States must transpose into their national legislations the 3 Procurement Directives adopted by the EU in 2014 as part of the Public Procurement Reform:

  1. Directive 2014/23/EU on the award of concession contracts (“Concession Directive”),
  2. Directive 2014/24/EU on public procurement (“Classical Directive”) and
  3. Directive 2014/25/EU on procurement by entities operating in the water, energy, transport and postal services sectors (“Utilities Directive”).

The European Commission set up a Support Facility for the Broadband Competence Offices (BCOs). The Brussels-based facility is starting its operations in January 2017 and will help BCOs to share their experiences in a European network.
